Where is this building and what might it be..
..there are a few clues in the picture..

Indeed it is a church – a seaman’s church, these are found by major ports around the world as a place of tranquillity etc for seafarers.
This is in Dunkirk on a bit of scrubland on the route to the motorway, it is very aptly designed for its use. You used to be able to enter it – alas for reasons relating to refuges etc it is now locked sometimes.
Google ‘Chapelle catholique Saint-André-des-Marins à Loon-Plage’
There is one in Dover near what was the Hoverport.
